Rhotator tools should only work when in the inventory #293

Currently, the effect of the rhotator tool keeps working when it is removed from your inventory, it should be disabled once it is removed

The mod maintainer has agreed to the changes via a command that will enable or disable it for each player, so they have a choice I wish I had written down which player wanted this so I could let them know how to enable it

The new command is /rhotator require_tool [on|off] so a player will run /rhotator require_tool on to enable this feature
