[5.09.29] Large Heat Exchanger Integrated Circuit config seems suspicious #1023

If I interpret the code for the Large Heat Exchanger correctly the Threshold reduction for Superheated Steam is not proportional to the circuit config. Instead it's proportional to the circuit config - 1, with accepted configs ranging from 1 to 25

Since circuit configs only range from 0 to 24 I'm assuming that this behavior is not intended.

iirc, I was provisioning for "no circuit at all" or some such. I also tested every level (against a spreadsheet) to ensure I got expected results. So I'll be pretty embarrassed if I botched it regardless.

I'll have a peek at the code as soon as I can :\
