This is a cherry pick of the commits from #39 into the user_assignment_rights branch. Manually verified that the changes are in line with the original Pull Request (there's a few extra lines brought over, but mostly just some formatting changes and a couple extra log points we seem to have in master).
Reason for converting these commits to be based on user_assignment_rights is to prep for impending v3.0 release.
