This PR is to simplify swapping between dev / prod environments. Making it easier for a passerby to work on, and test.

Whats New

Additional values in config/config.ini to allow for easier dev / prod settings
Load settings in config/config.py
Update helper funcs (and subprocess calls) to use config values
Use config value to set discord proposal endtime
Removed some unnecessary comments

How to test

Ask Sarah for dev server access + Discord bot token + PK for Snapshot
Set .env vars
run docker container, or main.py
