Revisit Permissions && Remove Development Permissions on old server

Determine what exact permissions are needed and remove the development permission given to the bot on the private old server

The new public server has safe permissions although some that are not needed

Based off current functionality of the bot these permissions seem appropriate (most restrictive)

As discussed over voice we will keep this open for reference and documentation and we shall document it officially
