Feature/Add `/walk_scr` route #13

Files Modified:

  1. Add a /walk_scr route that return a "walkability" score (1-5) for the passed city code
  2. Align the parameter validation to use our city code standard
  3. Add developer docstring comments consistent with other route handlers
