Pushing code that supports:

use the psycopg to create database connections
enables a FastAPI route (//crime_scr/{city}) that returns a crime score (1-5) for a given city
the route takes a normalized city name (e.g. st_louis) instead of the standard city name (e.g. St. Louis) as a route parameter value
