Did you run git lfs install? See https://github.com/BloopAI/bloop/tree/oss/apps/desktop#setup

I also got this. git lfs install does not install libonnxruntime.dylib for me. I had to install it myself brew install onnxruntime (and this repo does correctly list it as a dependency) and changed the path in https://github.com/BloopAI/bloop/blob/222a131cf9679cf933327904e06f1e0debc6e207/apps/desktop/src-tauri/tauri.conf.json#L63 to point to my version.
