implement accurate evaporation for hot weather #24

The current implementation for evaporation in hot weather assumes that fuel tanks are full, and can lead to less evaporation than should occur in the case of partially fueled trucks carting fuel. A bit of a fringe case, but it could occur and should be tracked.

This will require implementing Trucks as an Object rather than an integer property of Units.
