Consider including 'future planning' like the old logframe structure allows for #103

For example in the previous excel files we had the ability to allocate a planned year when certain activities would take place. A couple of PMs have flagged they like this feature, and the Cyprus team use this functionality heavily in the Key Updates tab of their excel logframe
