Controls the passing of NEURON global params to processes #165

Do not rely on NEURON simulator for that as its behaviour varies depending on the operating system.

An issue is created on NEURON's issue tracker with a reproducer that uses only the neuron package. https://github.com/neuronsimulator/nrn/issues/2842
