Update Versioneer to 0.29 #466

Required for Python 3.12. SafeConfigParser has been removed in Python 3.12. (has been deprecated since Python 3.2)

Well, versioneer.py was updated to 0.18 in d5949cf making this PR obsolete. I'm not sure why it wasn't updated to the latest release. At least this works with Python 3.12 now.
