Add cost component

• add table price
• define initial possible values of ServiceSubtype
• allow reservation and usage of 0, so that the fixed cost can still be charged alone
• add duration to the longrun reservation
• store job reservation_params and usage_params instead of usage_value
• allow for oneshot jobs to use different count in reservation and usage
