[Annotations] Link parameters to go beyond the 'experimental property' mechanism #69

this highlights the need to eventually be able to cross-reference parameters and/or annotations beyond the use of the "experimental property" mechanism, because we see here that we are limited in our possibility to encode the fact that the coefficient of error parameter is linked in some conceptual and mathematical way to the neuron count.

Low priority at the moment. Will be discussed later.

The goal would be to be able to link a parameter to an other one which could be in an other publication and be able to describe the meaning of the link.

In the situation of the original comment, this would mean that the coefficient of error and the number of neurons would be modelled as two different parameters and linked with a link described as being the 'precision'.
