Integrate the NIF brain parcellation scheme ontology #100

In collaboration with NIF, a brain parcellation scheme ontology have been created.

This issue is about integrating the current version of the ontology in bbp domains as sources of brain regions and parcels.

The URIs used should be stable prior to integration.

A v3.0 of NIFSTD was released. As part of that release, the parcellation scheme ontology is accessible here.

I need to do another pass on this before it is ready for integration. The identifiers are not stable yet, and the exact representation needs to be tweaked as I discussed with Silvia and Anna one the last call.

Thank you @tgbugs for this answer. Do you have an idea of when stable identifiers for the brain parcels will be available ?

My plan is to sit down with the code the Tuesday after SfN, without going into the details that means that realistically I'm shooting for a release on Nov. 27th. Let me know if that works for you all.
