INL writer not initializing the Z values correctly with 2D EBSD #555

The "Write INL File" filter for 2D EBSD data set the Z_Dim to 1 in the header of the output file. It also puts nonzero values for the Z_STEP and Z_MAX in the header. This cause problem in programs relying on the header file for the initialization.

DREAM.3D version 6.3 has the proper functionality. Closing issue.
