Latest Pico SDK updates.
Ensure SDIO is always in RAM.
Fixed an issue with USB/WiFi IRQ conflict causing a timeout, but only on some systems (7500/8500).
Watchdog fix from @PetteriAimonen

Will rebase Pico2 PR (#198) after as most of this besides timing is what was needed for the Pico2 build.
