MP4 Chapter Marker support #30

They added the CreateRecordChapter method for people using the new Hybrid MP4 files. Nice features to have would be:

Macro/Command to call this method.
Option to autocall this on either Combat Start/End/Countdown so we can keep a recording for a whole night.
