[Housekeeping] Add script for generating README files for plugins to be included on the website #149

Also adds package level documentation for various plugins that were missing package level documentation.

The script is for generating the files here: https://github.com/Blueprint-uServices/Blueprint-uServices.github.io/tree/main/_documents which end up as the list of plugins on https://blueprint-uservices.github.io/plugins/

I can add documentation to the script.
