Increase MAX value for 0X0A, 0X4B objectId

Lots of water/heat/gas/energy meters can count more than 16777.215

For example:

• heat/gas meter with 5+3 digits:

• water meter with 5+3 digits:

Please add objectId for m3 and kWh with:

• length uint32
• factor 0.001
