add Pipenv to manage dependencies and dev dependencies
use setuptools/pypa to build packages and push them to pypi
for the previous point it was necessary to move data dir and read data from the source file
once the package done, it can be installed in the docker container with the pip file (avoids having build tools installed, and reproduce pip install process at build time)
__init__.py and main.py are not needed in the repo root dir
