Skip counting instances that are not in a running state #390

Bug description

Shutdown instances are counted like running instances but with a CPU load of zero.

To Reproduce

Expected behavior

explicitly mark instances as "shutdown" in inventory
do not return impacts of shutdown instances (skip them)
mention it in the doc
