GitHub actions #67

This change moves the repository over to Github action to build across VS, Clang and GCC. Support for Appveyor and Travis has now been removed. You can see Github actions tested and working on my local version of the repo at: https://github.com/Twon/wg21/actions

Given the Appveyor build is reported as falling on this PR can Appveyor please be disabled for this repo.

I'm happy to disable AppVeyor but I don't know how. Any clues?

I really ought to learn how to use GitHub one of these days...

Travis and Appveyor accounts are attached to the profile of the Github repository. In other words, I think this is an action on @BobSteagall, as he is the only person who will have access to the setting page for Appveyor for this repo. Instruction to disable Appveyor here: https://help.appveyor.com/discussions/questions/1393-how-to-turn-off-appveyor-for-a-project
