No way to shut off LEDs easily.

U4 74HC154 Col Driver. Pin 19 goes to ATMega. Pin 18 to GND. Pulling Pin 18 
HIGH will disable all Col (LEDs). We can add a jumper on this pin in 
ClockTHREE. Three way header - centre pin goes to 19 on U4. Left and Right to 
GND and +5V.

I think we need an on/off switch for the end user.  Direct power supply cutoff 
switch.
