migrate notebooks from QS repo

• migrates Bodo-ETL from https://github.com/Quansight/bodo-training/tree/main/Bodo-ETL
• adds numpy as a dependency

assumes the ML post environment.yml changes as well, so as to hopefully avoid a merge conflict/resolve
