mirror.racket-lang.org is down and long-term we should be using download.racket-lang.org

Maybe the version needs to be bumped? Where is that done? Anyone using the current setup-racket probably will have issues.

@samth will mirror.racket-lang.org down forever or just temporarily? If it's permanent, then we should probably have a note in README that older versions of setup-racket are indefinitely broken.

It's just down as part of the Northeastern outage that @mfelleisen mentioned on the mailing list.

The fix is not as simple as planned - @Bogdanp is sorting it so closing.
