PermissionsX & MCMMO permissions scan #20

MCMMO and PermissionsX permissions need to be scanned through and decompiled for Tim to get a grasp on what we do and don't have. We need to organize and summarize the permissions for each plugin so Tim can author the various moderators and classes.

We are currently using ultra permissions instead of permissionX. To access ultra permissions you type in /uperms

Eventually I would like to move to luck perms

I wrote up a doc on using uperms. I write one on Luck perms next.
