Fix Chat Spam from Plugins #4

Chat spam from plugins clog the chat during stream, even when only commands are being shown in chat. Please reduce the amount of spam from chat.

The mail notifications from the plugin EssentialsX have been disabled. I don't see a need for this feature anyway. So I have also disabled many of the built in mail features of EssentialsX

Still need to go through the McMMO plugin and figure out it's notification system. When a player joins, it generates several notifications referencing this plugin.

McMMO no longer spams the chat. Found out it was a permission problem. The plugin has 506 permissions. of those permissions 156 were perks. having all those enabled was pretty much giving us god like abilities while in survival lol.

I take that back.. there are still issues with McMMO spamming the chat. For now i am just going to disable all the permissions from this plugin. @ninetail2 if you could look into what permissions are needed for admins with this mod but doesn't effect normal play when in survival.
