Solid rules or guidelines need to be created for the public play worlds, and need to be listed in the world hub for first timers to see them in plain writing. Restrictions for age and an understanding for all our players needs to be understood by everyone before they join. I would recommend having a rules room where the only way to be admitted into the server is by pressing a button saying you've read them and accept the terms. This can be done by command blocks and permissions altering.
