In the case when the W3TC is not enabled in Pro version, or the Fragment Cache extension is not enabled in the Performance>Extensions, the Fragment Cache selected from the dropdown menu: Settings>Fragment Cache, throws: Sorry, you are not allowed to access this page

This option should be removed from the dropdown menu if the Extension is not enabled, or the option should suggest that this needs to be enabled in the Extensions page
