Hint components that can be attached to front end elements, with the following behavior:

If hints are enabled, hints will be shown. Otherwise, they will not be shown.
Clicking the hint dot will open a drawer (mobile) / pop-over (desktop) with the hint text
Scrolling should still keep the hint dot in place
