Autoswap: `setup` should allow me to overwrite broken config #176

It should allow what it says

$ boltzcli autoswap setup
autoswap: could not load config: proto: (line 1:180): unknown field "maxBalance"
run autoswap setup to reset or initialize autoswap

Low prio as this mostly can happen only during development when changing config variable names
