Allow reassignment of tracks in homogeneous group blocks #23

When all blocks in a group have identical track assignments, the track checkboxes should be enabled so the user can change them without having to ungroup.

This is especially convenient for strobes.

done, except there is a small display bug with the checkboxes, see code comment in 31a1250
