Our IRC logs should have the ability to be viewed in a clean HTML format. Research a means to convert the IRC logs generated by Errbot into HTML output.

[X] Test irclog2html locally.
[X] Write the ansible code that adds the irclog2html functionality to the quartermaster role.
[ ] Deploy irclog2html to a local environment (VM, docker container).
[ ] Submit PR.

Running into a small issue where testing locally via docker is not working; ansible playbook is failing.

Do you have output from where docker playbook is failing?
