Failures building zuul venvs #205

We're getting errors running Zuul tests, http://logs.bonnyci.org/gate_github/BonnyCI/zuul/36/1491339087.87/tox_py27/console.html

It looks like a problem building the Pillow library, which may have recently updated.

Pillow 4.1.0 did release just 3 hours ago. Testing in a venv I can confirm that for 4.0.0 we do not need jpeg dev libraries. But 4.1.0 installs fail. Installing the jpeg dev libraries gets 4.1.0 to install.
