Add testing and linting to documentation via npm

Adding the write-good "linter" to documentation to help conform writing style.

Also needed to:

• add npm to repo
• add broken-link-checker to repo instead of it being global
• Fix issues with README.md to test write-good package
• Update issue and PR template to reflect new process
