More permissive version of the UpdateExport macro

Please rename UpdateExport_aat to UpdateExport_permissive or something similar. In additon to currently supported thesauri, the macro should retain the following 655s relevant to rare books cataloging:

• estc Eighteenth century short title catalogue, the cataloguing rules. New ed. (London: The British Library)
