Changes to storing creds #141

Use Windows Credential Manager to store only secret key. The key then can be used to decrypt credentials for db, platform and solr stored in app main directory. Provide means to change/update the key from Babel.

make needed changes in the installer.py to handle deletion of existing in the vault creds.
