A vendor may send a bib with local MARC tag used or a matching point, but without any values (ODCs for example with order # missing, but 907 empty). Overload can identify a match in Sierra, but will not touch the record and provide correct bib #.
It would be better if Overload could at least flag such bibs, preferably delete empty tag and add correct one with matching bib # based on its analysis.
