Yes and No.
Draw.io diagrams can create mindmaps
Slow to create map
Mindmap interface in Draw.io feels like an afterthought, in comparison to tools like XMind
Not able to dynamically browse content; it ends up being a static representation of the whole mindmap
Import of photo/image of a mindmap provides a static representation of the data
