highlighting TOC while scrolling #83

Highlighting the current section in the TOC is still not working well. For example: http://sl2x.aimath.org/development/collectedworks/htmlpaper/1608_05651/section2.html#subsection2-3

(Also recheck Section 12(?) of sample article, which was the test case for most recent changes.)

Yes, I see that in Firefox.

Seems to be working well (in Chrome this time.) Only goof-up is to click on section ToC for already-visible section, and the highlight goes on first subsection (due to minimal intervening material?). I believe we have conceded this at this stage.

I looked at source for paper, and source for sample article. I can't see anything in the markup (but did not look at head).
