cannot open app #3

can someone explain please how to open the tool not sure how to work this

How to "open the tool"? You must have an existing TH save file. You first extract the main file from an external storage device then open it via the editor. Once you're done, export the .txt file, use TH1CRCFixer to clean up the .txt file, replace the file on your external drive, then rehash & resign. Hope this helps!
