Build instructions not up to date as of Jan 18 2010 #42

In commit d88aa9..c60e78, Diego converted the build system over to using
autotools, removing the ./configure script.  However, the INSTALL and
README have not been updated to reflect the new build instructions.

The generated configure script is in the tar ball.

Ahhh .. it's not in Git anymore, so I didn't see it when I pulled.

I thought that might be the case :)

I shall write a proper INSTALL file and mention how to generate configure 
(autoreconf
-f -i is what I use).
