[BUG] "personal information not registered" flag is set incorrectly when account_address is the issuer

Describe the bug

• GET: /{token_address}/history/{ledger_id} returns some_personal_info_not_registered flag and it may be set incorrectly when account address is the issuer.
• This is because the func__get_presonal_info does not have the logic for issuer.

Expected behavior

• Add the logic for issuer to __get_presonal_info
