1. Is your feature request related to a problem? Please describe.

• Regarding the specification of the check during the transfer of securities tokens, currently, if msg.sender is tradableExchange, the personal information registration check is not performed.
• In this case (of course), no check will be performed when withdrawing from the exchange.
• The registration check should be performed for all transfers, except for issuers, and we would like to change the specification.
• We also think that the transferable check should be done in the same way, even if msg.sender is tradableExchange.
