[FEATURE] Make registration of personal information optional when transferring security tokens

Is your feature request related to a problem? Please describe.

Even with security tokens, there are use cases in which personal information registration is not mandatory, or there is no problem with registration after transfer. Therefore, we would like to make registration optional.

Describe the solution you'd like

I would like to change the specifications to the following.

• Enable to select whether or not personal information registration is required when issuing tokens.
• Enable to change whether or not personal information registration is necessary later.
