[FEATURE] 13 decimal places for dividends #1220

Currently, the dividends in ibetShare is implemented as a specification that takes two decimal places, but we would like to extend this to 13 decimal places.

Describe the solution you'd like

Extend the number of decimal places of dividends to 13.
