[FEATURE] Cleanup unused setuptools

Is your feature request related to a problem? Please describe.

• With poetry, deprecated setuptools(58.1.0) is installed and left behind.
• This is because poetry installation with official installer creates new environment derive from activated python using virtualenv.
• setuptools==58.1.0 has below issue.

Describe the solution you'd like

• Avoid leaving setuptools on poetry default environment.
  • A. Install poetry manually instead of official installer
  • B. Upgrade setuptools in poetry default environment

• In container, there are 3 python environment.
  • 1.ubuntu naitive python
  • installed via apt
  • 2.pyenv python
  • 3.poetry default virtual environment
• 3. poetry default virtual environment has setuptools ==58.1.0.
• We use 2. pyenv python as a default, but some cache about 3. poetry default virtual environment is left.
