[FEATURE] Output logs when Web3 Failover Connector retries request #1478

Is your feature request related to a problem? Please describe.

Currently, Web3 FailOver Connectors do not output any logs when they retry a request.

It should be possible to detect from the logs that a failover has occurred, e.g. due to a temporary connection fail.
- For log levels, Warning rather than Error may be appropriate.
