I implemented the following.

Support new security token addition items (require_personal_info_registered)
- In the case of the old contract, it is controlled to return True.
I automated the generation of API documentation.
I also improved the test code.
- Delete web3.eth.wait_for_transaction_receipt
- Removed gas fixing when sending transactions
- Introduction of pytest-order and fixed test order
- Minor fixes to test utility functions
